I. TASKS AND GOALS

Martial Arts Olympics "East-West Open" is carried out in order to:

Filling people with a spirit of sport, freedom, peace and happiness among and within all nations;

Improvement of physical culture in the Russian Federation;
Promotion of various styles, systems & kinds of martial arts;
Strengthening of friendly, creative and sport relations between people from different countries, studying their traditional cultures;
Exchange of experience in sports and martial arts, creative development of schools and systems, to improve the training process, share of experience and information;
Level increase of contacts between representatives from sports organizations in different regions of Russia and other countries;
Education of young citizens of Russia and representatives from guest countries — in the spirit of friendship and sports partnership;

The following tasks are performed to achieve these goals at the Olympics:

Organization of competitions for different styles of martial arts;
Stage demonstration of martial arts culture of the various systems (budo-show);
Attraction of large number of viewers and potential competitors;
Forming the conditions for direct contacts between the sports organizations in different regions of Russia and various countries;

II. VENUE AND COMPETITION DATES

2.1. Olympics are going to be held from April 25 to April 30 of 2012 in St. Petersburg. The competition venue — SCC (Sports Concert Complex) "Peterburgskiy" (Yuri Gagarin Ave 8, travel to the subway station "Park Pobedy"). Arrival date of the foreign Olympics participants — April 24, departure — April 30.
2.2. Schedule of events:
24 - 26 April — day of arrival, weighing, credentials committee, the drawing of lots, practice, rehearsal and run for participants of budo-show;
27 - 29 April — the competition of all martial arts styles, kinds, age and weight categories.
27 April at 19.00 — Official Opening Ceremony of the Olympics, parade and budo-show. At the end of the budo-show — title competition for the Cup of St. Petersburg Governor on karate WKF, WKC, IMAC - WKU, Kyokushin kaikan, Taekwondo (WTF), Wushu (Sanshou).
28 April at 20:00 are going to be held title fights for the St. Petersburg governor Cup on the base of a free-style fights (MMA). In fights are participating national champions of Azerbaijan, India, Iran, Russia and other countries.
April 30 — the day of departure.

III. AUTHORITY OF THE OLYMPICS


3.1. Organization and holding of competitions are carried out by International Martial Arts Confederation (IMAC), the International College of Martial Arts "IMAC", World Karate Union (WKU), Action Martial Arts Magazine with the support of the Ministry of Sport Tourism and Youth Policy of the Russian Federation, Russian Union of Martial Arts, St. Petersburg Government and the Office of the Plenipotentiary Representative of the President of the Russian Federation in Northwest Federal District.
3.2. The general management of the Olympics is carried out by the Presidium of International Martial Arts Confederation. Preparation and holding of the Olympics will be executed by an Executive Committee and the main board of judges.
3.3. The list and contact information of style & kind coordinators, Senior Judges, as well as the Executive Committee of the Olympics are listed in the Annexes to this Regulation.

IV. Competition participants

4.1. To participate in the Olympics are invited all of Russian and district federations (associations) by martial arts styles, delegations, sports teams and athletic organizations, municipalities and cities, other entities of the Russian Federation, CIS and other foreign countries. In the event if in the participant country exists national offices of the Confederation, the membership of foreign delegations must be consistent with it.
4.2. The delegation includes: Head of the delegation, officials, coaches & athletes. For receiving of preliminary applications, at the end of the deadline, the executive committee has the right to set the quantitative restrictions (quotas) on the composition of delegations, the number of athletes and officials in various types of program for Olympics.
4.3. To participate in the Olympics, are allowed only those athletes who have the necessary level of athletic training and medical admission (for residents of the Russian Federation issued only by specialized medical institutions) and insurance. In case of the absence of an insurance policy, it can be issued during the passing of the Credentials Committee.
4.4. Age, qualifications and other eligibility requirements for specific martial arts styles & kinds of the Olympics are set out in the Regulations for the each martial arts style or kind.
4.5. Each participant must sign a personal liability waiver to the organizers in case of injury. The participants, whose age at the beginning of the Olympics has not reached the age of 18, must submit the document to the Credentials Committee of consent to their participation in the competition filled by their parents.


V. PROCEDURE AND CONDITIONS OF THE OLYMPICS

5.1. Arrival and accommodation of the delegations.

Applications for visa invitations must be submitted no later than March 15, 2012

The citizens of Afghanistan, Algeria, Bangladesh, Bosnia, Vietnam, Egypt, Ghana, India, Jordan, Iran, Libya, Nigeria, United Arab Emirates, Pakistan, Palestine, Rwanda, Saudi Arabia, North Korea, Syria, Somalia, Sudan, Turkey, Chad, Sri Lanka, Ethiopia, must submit their applications until March 1, 2012 due to specific operating schedule of the Russian consulates in these countries.

The delegations who have submitted the preliminary applications for reservation of seats in the terms specified in paragraphs 7.1 and 7.2 of these Regulations shall be provided with accommodation.
5.1.2. Board of the Olympics is not responsible for the accommodation of delegations, who have not submitted an application for reservation by the deadline, and had not fulfilled the conditions of booking or not given the necessary information.
5.1.3. According to preliminary applications, participants can order a tour program, as well as to increase of their residence time in St. Petersburg.

5.2. The Credentials Committee.
5.2.1. The admission of participants is carried out by Credentials Committee, the membership of which is approved by the Board of Olympics. Chairman of the Credentials Committee is the senior secretary of the Olympics. The credentials committee also includes: Deputy of Main Judge of the Olympic Games — Head of Technical Support, the Senior Judges of the martial arts styles & kinds, Chief Medical Officer of the Olympics. The credentials committee is working on the days of delegations arrival, April 25 and 26 from 10 to 18 hours in the main venue - SCC (Sports Concert Complex) "Peterburgskiy" (Yuri Gagarin Ave 8, travel to the subway station "Park Pobedy"). All questions related to the passing of the Credentials Committee, should be addressed to the Deputy of Main Judge — Chairman of the Credentials Committee Matyushin Alexander via phone: + 7 921 285 82 27 or via e-mail:
As noted above the credentials committee will be available at the SCC "Peterburgskiy" main entrance (Yuri Gagarin Ave 8, travel to the subway station "Park Pobedy").
5.2.3. Head of the delegation should submit these documents to the Credentials Committee:
Named request filled in compliance with the requirements of Regulation paragraph 7.3;
Identity documents of participants:
- For Russian citizens 14 years old and over — Russian or foreign passport, for military personnel or military organizations personnel — military card or identification card;
- For Russian citizens under 14 years old - birth certificate, as well as student card or certificate with a photograph from an educational institution or from place of residence;
- For foreign participants — national internal or foreign passport;
A list of the delegation officials (head, coaches, judges, medical personnel, technical personnel), certified by the head of the sports organization;
a travel permission;
for all participants — citizens of Russia, according to the decree by Ministry of Sport, it is required the admission to participation in the competitions by the specialized organizations of Sports Medicine;
insurance against accidents in sport activities or participating in competitions.
A list of additionally submitted documents to the Credentials Committee, which confirm qualification of participants and judges (budo-passports, class books, certificate of judicial category assignment, etc.), are set by the appropriate additions to this regulation for each of the Olympics martial arts styles.
5.2.4. The refuse to admit the Credentials Committee member may be appealed to the head of the delegation of the senior secretary — Chairman of the Credentials Committee Olympics. Main Judge makes the final decision on admission or denial of participation in the Olympics.

5.3. Accreditation of delegations.
5.3.1. Accreditation of participants and delegation officials is carried out simultaneously with the submission of the application to the Credentials Committee. Each participant who received permission by Credentials Committee, and each of delegation officials will receive accreditation card, which defines the status of the participant, official or guest of Olympics, the date and their zones of access to the premises of the SCC "Peterburgskiy". However it does not entitle seats without a ticket.
5.3.2. During the Olympics, access of participants and officials to the premises of SCC and to the competition area is possible only with accreditation cards

Members and officials could get in the competition area only with the pass for a particular type of event, taking place at the time, specified in the accreditation card. Violation of the accreditation rules by delegation members, admission control or public order will deprive the culprit of accreditation, as well the Board of the Olympics can issue disciplinary action to delegations, up to the withdrawal of delegation from the competition without compensation for any made expenses & charitable contributions.

5.4. The Draw.
5.4.1. The procedure of drawing lots of participants in all events will be held at the end of the Credentials Committee and the Technical Meeting. The draw is will be done for each one style or kind by the coordinators and Senior Judges of style or kind. Senior secretary is responsible for the results of the draw.
5.4.2. The draw is performed electronically (using a specialized software package). If there is in one type of program more than two participants from one delegation, the draw can be carried out taking into account the view of the head of delegation. In some cases, by decision of the senior secretary, draw in some styles & kinds can be done manually.
5.4.3. Only accredited heads of delegation are eligible to attend at the draw, who at its end can get in their hands a copies of the beginning protocol.

5.5. Weighing.
5.5.1. The procedure for weighing of participants (in those styles that offer weight classes) is going to be held in the SCC during the competition days, 2 hours before they begin. Responsibility for the executing of weighing lies on Senior Judges who are in charge of related styles. Venues and schedule of weighing in every single style are declared by Senior Judges at the technical meeting. In some cases, by decision of the Senior Judge of a style and after consultation with representatives of the teams, it is allowed to register participants (with the filling of athlete's weight) in accordance with the application and preserving the ability to control weighing directly during competition on the basis of statements by the participating team of the opposite side.
In case if competitor's claimed weight does not meet his actual weight, the athlete loses, and he will be withdrawn from the competition without refund of a charitable contribution.
5.5.2. At the end of weighing in each of the styles, in some cases secretariat can timely include operational changes in the beginning protocols.

5.6. The official ceremonies.
5.6.1. Official ceremonies (opening of the Olympics, closing ceremony, award ceremony) will be performed according to the scenarios approved by the main board of judges. If necessary, heads of delegations appoint the participants and officials to participate in official ceremonies, in an amount established by the main board of judges.
5.6.2. For holding official ceremonies, the delegations of sports organizations, municipalities, and Russian Federation subjects it is recommended to have their official flags, the delegations of foreign countries — in addition to the flags, also should have audio record of their national anthem.

5.7. Order of events.
5.7.1. The competition is performed in accordance with these regulations, regulations for each individual style or kind, the list of the Olympics program (annex 1). Types of personal events: Taekwondo (WTF, ITF), Karate (Point Fighting, WKC, WKF, IMAC-WKU), Kyokushin kaikan, Kobudo, Free-style fight, Okinawian styles, Sport-Combat Sambo, Wushu, knife throwing, Kobudo, Kumdo, Extreme Forms, Speed Breaking, Thai boxing, Cyberfights, Hand-to-Hand Cossacks Logging, Hand-to-Hand combat, Capoeira. Presentation styles of the year 2012: Kickboxing, Taekwondo (WATF), Self-defense Combat, military Sambo.

5.7.2. Coordinator of particular style or kind of martial arts which is presented in Olympics program is responsible for: assignment to information for the arrangement in the official publications of Olympics (website, booklets and other), the assignment of press releases at the moment of preparation, conducting and after the end of Olympics, the invitation of Senior judge of particular style or kind, the composition of the timetable of competitions in his style or kind, the maintenance of order during conducting of competitions, the invitation of athletes, conducting Credentials Commission for his style or kind, and also composition and the supply of claim for reward (medal, diplomas and other) from Board of Olympics and order by it.
5.7.3. The order and conditions of the competition, the criteria for winners determining in personal matches and formal complexes, the duration of meetings or programs performance for specific types of program are carried out by existing rules of Olympics competitions in styles of martial arts, the Olympics program, as well as related annexes to the Regulations for each style of program.
5.7.4. Unless otherwise provided for additions to Regulations on the styles or kinds of program to determine the winners in various competitions, it will be used Olympics system, which is based on first defeat. A single third place is being played among those participants who have lost semi-final matches. In case if there are less than 6 participants in the program style, by the decision of the Main Judge could be applied a circular or a mixed system of match, taking into account the possibilities electronic draw.

5.7.5. In case of a circular (mixed) system use, positions of the participants are determined according to the following criteria (in order of priority):

• more wins

• higher amount of points;

• in case if the equality of the first two criteria of two or more participants - as a result of personal meetings (priority has a participant, who won in a personal match);

• if it is not possible to determine advantage of one or more participants on the base of the first three criteria - in less time spent on an early victories.


VI. JUDGING

6.1. The general management of Olympics judging is held by the board of judges consisting of Main Judge of the Olympics, Senior Secretary of the Olympics, Senior Judges of styles and the deputy Senior Judge of the Olympics — Head of technical support services.
6.2. The Main Judge of Olympics is the head of judges board. He is personally responsible for the accuracy of determining the winners, the quality and objectivity of the judging. Decisions and orders of the Main Judge, adopted in the framework of his competence are obligatory for all participants, judges and officials.
6.3. The Senior Judges of program styles and kinds are Deputies of Senior Judge. They supervise the course of events in their styles, form judicial brigades, control the quality and objectivity of judging. Senior Judges are obliged to respect the principle of neutrality in process of forming teams of judges — the head of judge brigade, and if possible, and his assistants should not participate in the judge meetings of their countries participants or regions of Russia.
6.4. Judges of Olympics should have a documented judicial qualification for a style or kind of their program, as well as judicial outfit established by the rules of competition in the relevant styles. The qualification requirements for judges for each style are set by additions to the Regulations.
6.5. The delegation which stated the participation of 10 or less athletes must have at least one judge, the delegation which stated more than 10 participants - at least two judges in different styles of program that meet the requirements of paragraph 6.4. Delegations which did not comply with this requirement, will be excluded from the participation in the Olympics, and charitable contributions will not be returned.
6.6. For any matters related to the judging of the competition, an official of the delegation who does not agree with the decision of judges for his participant has the right to protest (appeal). An appeal should be submitted to a special appeals committee, whose composition is determined by the Main Judge. The appeal shall be handwritten to the Chairman of the Appeals Committee immediately after the match, and should be reviewed by the committee immediately (the official language of the appeal — Russian). In process of submitting an appeal to the organizing committee should be made mortgage payment in the amount of 1500 rubles. The Appeals Committee will take the decision on the protest (appeal) after consulting with the Senior Judge of the style or the kind and board of judges, which serves a match. Video of the match is not an argument when considering the protest (appeal). In the case of satisfaction of the appeal, mortgage payment will be refunded.


VII. PROCEDURE AND DEADLINE

7.1. Preliminary applications for participation in the Olympics (with the number of delegation members, participants of the program types and weight categories) must be submitted to the Executive Committee of the Olympic Games: by foreign participants not later than 16 March, by Russian participants not later than April 5, 2012, via:

7.2. Nominal applications signed by the head of the sports organization, team representative and a physician, should be submitted to the credentials committee in a day of arrival.

7.3. Applications for reservation of rooms in the hotels should be sent to the specified addresses (see section 5.1. And 5.2.), along with preliminary applications for participation. In the application for reservation of rooms should noted the total number of seats that must be reserved for the team, dates of arrival and departure.
7.4. The organizers reserve right to set a quotas for number of participants.


VIII. FINANCIAL CONDITIONS

8.1. Ministry of Sports of Russian Federation, Committee of Physical Culture and Sports of St. Petersburg, International Martial Arts Confederation and International Martial Arts College will provide equity funding for the Olympics, on the base of agreement.
8.2. All expenses of participation (travel, per diem on the road, food and accommodation, charitable contributions) provided by the participating organizations.



IX. AWARDS

9.1. The participants, who scored up in various kinds of personal competitions in the program between 1 to 3 will be awarded with medals and diplomas. However organizing committee and sponsors can issue special prizes in whole or in individual events.
9.2. In the event that in a particular kinds of program event was involved at least 6 athletes, the Senior Judge of the style determines the type of award (medals degrees) and their number.

9.3. Winners of the title fights will be awarded with the St. Petersburg's governor Cup and a diploma.


X. SECURITY OF PARTICIPANTS AND SPECTATORS

10.1. In order to ensure the safety of spectators and participants, it is allowed to hold competitions only in sports facilities, allowed for use by the state commissions, and subject to the acts of a technical survey readiness sports facility for the event, in accordance with the following documents:
«Regulations on measures to ensure public order and safety, evacuation and notification of participants and spectators at sporting events» (¹ 786 of 17.10.83)
«Recommendations on safety and injury prevention classes in physical culture and sport» (¹ 44 dated 01.04.1994)


XI. INSURANCE OF PARTICIPANTS

11.1. Participation in competitions is carried out only if the competitor have contract of insurance (the original): accident, life and health for each competitor, which is represented in the credentials committee.
11.2. In case of insurance absence, insurance of participants will be issued by general insurer of Olympics in Russia and in Europe — the insurance company "ASK."
11.3. Payment of insurance is carried by the participants.


XII. PARTICIPATION in BUDO-SHOW


12.1. For possible participation in budo-show, please send an e-mail to with attached brief description of your proposed presentation, information about artists and the experience of its implementation. Options for possible participation in the budo-show program with full detail you can find in the relevant section of our web the portal www.imac-olymp.ru or www.imac-olymp.com
12.2. However it should be noted, that the invited persons to budo-show should come to St. Petersburg, not later than April 24.
12.3. The final decision about participation in budo-show will be made by Main Judge and art director after watching the performances at the rehearsals.
